The name of the A. C. Reynolds Middle School Site-Based Leadership Team shall be School Improvement Team (SIT). 

 School Improvement Teams are required by North Carolina law to develop school improvement plans. The team is comprised of the principal of each school, representatives of the assistant principals, instructional personnel, instructional support personnel, teacher assistants assigned to the school building, and parents of children enrolled in the school. The representatives are elected by the group that each represents. 

The General Assembly of North Carolina views parental involvement as a critical component of school success and positive student achievement. It is the intent of the state of NC that parents, along with teachers, have a substantial role in developing school improvement plans. [NC General Statutes 115C-105.27] Buncombe County Schools encourage and endorse shared decision making as evidenced in our mission statement, core values, and various policy directives.

Section 1. Membership of the School Improvement Team 
The membership of the School Improvement Team shall consist of the principal, assistant principal(s), elected parent representatives, elected representatives from certified instructional staff, representatives from instructional support staff, elected representatives from certified support staff, and elected representatives from classified personnel. 

1.01 Representative Groups and Guidelines

A. Certified Instructional Staff – Two members from each house: 6th, 7th, 8th, and Discovery; as well as one elected member from Exceptional Children.

B. Instructional Support Staff – SIT will have a counselor, media coordinator, AIG specialist, principal, and assistant principal(s).

C. Parent Representatives – Three parent representatives will be elected by the school’s PTA. Parent representatives cannot be employed by A. C. Reynolds Middle School. 

Section 2. Election and Length of Terms 
2.01 Election of SIT Members 

A. Certified Staff – Elections will take place in April of each year. House chairs will facilitate the election within this group as follows:

  • Each group will vote for their representative by secret ballot.

  • House chairs will count votes as witnessed by two additional people.

  • The voting results, in addition to the names of the witnesses, will be reported to the SIT chair before the May meeting.

B. Classified Staff – Elections will take place in April of each year. The SIT chair will facilitate voting for each group (office staff and support staff).

  • Each group will vote for their representative by secret ballot.

  • House chairs will count votes as witnessed by two additional people.

  • The voting results, in addition to the names of the witnesses, will be reported to the SIT chair before the May meeting.

C. Parent Representatives – Elections will take place in April of each year. The SIT chair will facilitate the following elections:

  • The PTA president will request self-nominations from the active members of the PTA for a 7th and 8th grade parent representative for the following school year.

  • During the 6th Grade Parent Night held at our school in April, the PTA President will request self-nominations for a 6th grade parent representative for the following school year.

  • Voting for parent representatives will occur using a Google Form. This form will be accessible through school communication. The election will produce three parent representatives, each with voting rights. Voting results will be reported to the SIT chair before the May meeting. 

2.02 Terms of SIT Members

A. Staff members will serve on the committee for a term of two years. Each house will elect one representative yearly so that both representatives from a category are not being elected concurrently whenever possible.

B. The term for parent representatives is one year. A parent may choose to serve up to three consecutive terms.

C. The term for all members will begin with the summer meeting. 

2.03 Succession of Terms
When a staff member has completed a two-year term, he/she must rotate off for at least a year (even if he/she changes position within the school). This does not apply to certified support staff or parent representatives.

 2.04 Change of Representation
If any member of SIT is unable or unwilling to complete his/her term, the members of his/her department shall select another representative to complete that term. 

All SIT members will attend meetings regularly, represent the interests of their constituent group (not just their own), commit to making student-centered decisions, work collaboratively toward the goals of the School Improvement Plan, bring issues and concerns of their constituent group to SIT, and communicate the activities and decisions made by SIT to their constituent group. 

The standing day and time for meetings will be determined by consensus of the SIT members during the summer meeting. The SIT will meet at least once a month during the school year. The meeting schedule will be posted on the ACRMS website. All meetings will take place in the media center unless otherwise noted. A meeting may be canceled with a notice of at least 48 hours. Notice of the cancelation will be announced to the staff, posted on the website, and communicated by email, phone, or text message.

North Carolina Open Meetings Law – SIT meetings fall under the Open Meetings Law of North Carolina (NC General Statute, Chapter 143, Article 33C).

The following SIT officers will be elected at the summer SIT meeting: chair, vice-chair, and recorder. Any team member (with the exception of administrators) may serve as an officer. Below is a list of responsibilities for each of these positions.

            A. The SIT Chair shall:

  • Meet regularly with administration to discuss school issues.

  • Develop the agenda for the meeting..

  • Lead meetings.

  • Remind team members of meetings at least one week in advance.

  • Assist in completing reports due for the team.

  • Facilitate public notification of meetings.

  • Facilitate voting (see Article III, Section 2).

  • Clear up any discrepancies in the Minutes from the recorder and other SIT members.

  • Post approved minutes within one week of the meeting.

B. The Vice-Chair shall:

  • Fulfill duties of the chair in his/her absence.

    C. The Recorder shall:

  • Take minutes at all meetings that clearly reflect the activities of the SIT.

  • Share minutes wtih SIT members for approval within 48 hours. If a member sees a problem, he/she will reply to the recorder. If the recorder disagrees, he/she will take the discrepancy to the SIT chair for reconciliation of information. If SIT members don’t respond within 24 hours of receiving the minutes, they are considered accepted.

  • Send minutes to the staff three days after the meeting.

  • Post minutes to the ACRMS website within one week of the meeting.

  • Maintain copies of the minutes, mid-year/annual reports, and other important documents in IndiStar.

Items for consideration will be submitted to the SIT chair for inclusion on the agenda. These items will be discussed in house meetings, SIT members will bring relevant discussion to the SIT meeting, and a vote may be taken. A quorum will be considered a member from each representative group as defined in the bylaws. If an elected member is not present at the meeting, a substitute member can be sent in his/her place and will have voting rights for the meeting. 

Members of SIT shall have the authority to establish and dismantle special or standing committees as needed to meet the purpose of SIT as stated in Article II.
